Effective Governance
Medical consulting CEO Don L. Arnwine studied effective governance and determined that effective governance is efficient, allows respectful conflict of ideas, is simple, is focused, produces good outcomes, preserves community assets, and leads to enjoyment and personal rewards for residents. I agree with these defining characteristics of effective governance, and I add that effective governance is also open and transparent.
From the moment the residents of Cleveland Heights voted for a change in the form of government, to the conversations happening today, it is clear citizens are yearning for a city council and city government that is effective and the standard bearer of best practices.
City Council should work to ensure Cleveland Heights city council meets Mr. Arnwine’s definition of effective governance by:
Advocate for charter provisions regarding open meetings and Sunshine Laws that meet the Ohio Revised Code provisions and are considered best practices.
Advocate for a reduction in the use of emergency legislation so residents and stakeholders have time to hear and comment on proposed legislation.
Enthusiastically engage in the budget process and review so as to ensure Cleveland Heights is preserving community assets.
Commit to being respectful of other council members, city staff, mayoral staff, and residents when being presented with conflicting ideas and perspectives.
